What you can program and what you can hear will depend on your location. Many communities now use trunking systems and digital (APCO-25) systems, and your scanner is not compatible with either. For a comprehensive database of active frequencies and systems in your area, visit:

I can't find the manual for that model, but here's how to program it:
- Power the unit ON - Press MANUAL to stop scanning - Enter the channel number that you wish to program (01-16) - Press MANUAL - Enter the frequency to be programmed, including the decimal (example 156.25) - Press E (Enter) to confirm - Press MANUAL to advance to the next channel
