There is a sensor at the back, you can only see a small slot with a little piece of metal, the actuator, that when the top section, the shredder, is in its rigt place in contact with the box will function.

look for two LED lights where paper falls into bin and wipe them off, but the sensors could be faulty as well. I have seen both.

A shredder at our office had the same problem. Take out the bin & turn the shredder upside down. There is a sensor on the bottom that looks like two led lights. If it is covered with paper dust, the shredder will think the bin is full. It might work if you simply wipe it off.

The sensor can be hard to find if it is really dusty, so just wipe off the entire pottom really well.

I had the same problem. I found that the sensor on the shredder is light sensitive. The viewing window in the bin was letting too much light in and was triggering the bin full light to turn on. I covered the window with a piece of paper and then restarted the shredder.It worked fine after that.
