Well i've tried everything i know how to fix this - which isn't much - i checked for driver updates, scanned for viruses, turned everything off/on, etc... the contrast/brightness menu pops up in the middle of the screen, hangs around for awhile then goes away, only to pop up again awhile later - any ideas?
What kind of system do you have there? Regular PC + monitor or All-in-one/Laptop?

Looks like the issue here is a monitor itself. One of the menu buttons got stuck or something. Try different monitor or external monitor for a laptop/AIO

the micro switches on the monitor are getting short which is triggering the menu, try to clean it with a switch cleaner or check if the switches can be replaced, do this only if u r an expert in handling things like this or take some proffessional assistance.

Press and hold the + button, You will get a message that the monitor is going into auto adjust. After that problem solved.

try turning it on and off, wait a few hours then turn it back on. it that dont work, turn it off then leave it till the next day then try. it should work.

The auto tuning buttons have been set on the televison device. Use tte remote control buttons to disable brightenss and contrast. Usually the brand of the TV makes pressing a button to allow feature fucntions to be acheievable. Press the same button after settings are acquried to disble the function else would continue to exist assuming user request still applies.

It's time to RESPONSIBLY RECYCLE any 17-inch CRT monitor, and buy a LCD monitor;
used LCD monitors can be purchased for under $50.
It would cost you over $50 to take the CRT to a TV/Video repair shop, for trouble-shooting and repair.

Adjusting brightness automatically using adaptive brightness
Adaptive brightness is a feature in Windows that uses a light sensor to automatically adjust the display brightness to match the lighting conditions in your computer's surroundings.
To use adaptive brightness, you must have light sensors installed and enabled on your computer.
To determine if your laptop or computer monitor supports adaptive brightness, look for the Enable adaptive brightness setting in Power Options (mentioned in the following procedure) or check the information that came with your computer.
To turn adaptive brightness on or off
Open Power Options by clicking the Start button , clicking Control Panel, clicking System and Security, and then clicking Power Options.
Under any plan, click Change plan settings.
Click Change advanced power settings.
In the list, expand Display, and then expand Enable adaptive brightness.
To turn adaptive brightness on or off when your computer is running on battery power, click On battery, and then, in the list, click On or Off.
To turn adaptive brightness on or off when your computer is plugged into an outlet, click Plugged in, and then, in the list, click On or Off.
Click Apply. Click OK.
