I have an answer! I've tried many times to fix this problem on my laptop, even talking to two dell reps in the process(which was worthless). Finally I found the problem(for me, at least)- my webcam's driver was not compatible. If you haven't tried this already, go to your Device Manager, click the plus sign next to Imaging Devices, and select Integrated Webcam. Right click that and select Update Driver Software. I downloaded the latest driver it found and restarted my computer, and miraculously my webcam central was back to normal. I hope this helps you too!

Three possibilities of what might be going on
1- When you installed the web cam, windows found and loaded the drivers for it while you were putting in the install cd for the web cam and after you installed the software for the cam it tried to overwrite the windows install but didn't.
2- Are you using the same usb port that you installed the web cam into originally? if not then what happens sometimes is that windows looks for the drivers for this device under that usb finds the drivers for the original install and then opens them both up at the same time, giving you the illusion of two cams but only one actual cam.
3- Does your computer have a built in cam? if this is the case then when you open up your cam, you will have two cams trying to feed off one line, causing a problem, but only one cam will be showing up on your error.
