The best thing I can suggest is to buy the battery from either dell or get one used, this is an example of dell trying to completely control their product so no one else can make money off of doing anything with them, including fix them.
The connector is special to Dell, and not generally available. You may need to purchase a new power supply. The connector has 3 concentric terminals, and one is used to 'ID' the power supply as genuine DELL. A plain DC connector can be used, but the batterys will not charge.
Battery life estimates vary in accuracy, and are based on algorythms comparing the output of the battery over time. As batteries age, this becomes less and less accurate. Since this is a 100L, if using the original battery, the battery has exceeded it's useful life and will likely have a short functional battery life. (I have an Inspiron 700m with it's original battery, and I get maybe 30 minutes from it, the meter will say 40 to 50 minutes remaining when it dies) Due to the design of a portable battery, which maintains a high output till exhausted, older batteries with short lives don't aid in battery time estimates.
In short, for a accurate battery life prediction, replace the battery.
Try this trick. Remove the battery from the laptop and make sure the ac adapter is not plugged in also. Hold the power button for 30 seconds. Place the battery back in and see if it powers on. If not let me know.
Try to turn off the computer and remove the battery from the bottom of the notebook. Turn on the computer with just the charger plugged in. If it doesnt turn on. you may have a bad power port.
If it has no power/charging issue since that happened except that the indicator light doesnt turn on when you plug in the charger, you may just need a bios update. Click here. That's the bios update for the inspiron 2200 from dell's website. You should have at least 30% charge on the battery and the ac adapter should be plugged in so you can run it. The computer will restart and will come back normally after this. I'd suggest that you backup your files before running this.
Here is the documentation for dell inspiron 2200. You should refer to the service manual. In any case be aware that changing a laptop keyboard generally is not an easy operation for a beginner.
