Solution:
use the following steps below:
Start your computer with the Windows startup disks, or
with the Windows CD-ROM if your computer can start from
the CD-ROM drive.
When the Welcome to Setup screen appears, press R to
select the repair option.
If you have a dual-boot or multiple-boot computer, select
the Windows installation that you want to access from the
Recovery Console.
Type the administrator password when you are prompted to
do so.
If no administrator password exists, press ENTER.
At the command prompt, on the drive where Windows is
installed, type chkdsk /f/r, and then press ENTER.
At the command prompt, type exit, and then press ENTER to
restart your computer
But if you dont have the operating system cd, you will have to remove the hard drive connect it to another machine and perform the steps above and then connect it back and it should work.

Hi its the problem with LCD Back lit. it reached its end of life. if your 2200 is still under warranty with Dell just get the LCD replaced. If its not under warranty you can call Dell Out of Warranty Repairs on 8002884410 but they charge too much. Or if you think you have used it for long enough not worth spending on repairs .. you can still use it but not as notebook you can use it like a desktop PC, just get any desktop LCD Monitor and connect it to the laptop and use that as primary display this is the cheap and better solution if you are not carrying around the laptop much. Press Fn+F8 key to toggle or switch the display to get it on LCD Monitor ..
Lap top running slow
Do a complete virus check and see if there are any applications running. Go to
www.download.com type malwarebytes anti-malware and run the program [ full scan ] when definitions have been updated.
BIOS Password Reset
if ti is a bios password the only thing you can try is to open it up and remove the bios battery for a minute or so ..and see if it works..It does not work for all models but usually for most desktops works and for some laptops..It basically cutting bios power and make it forget all settings including the password..After that just reinstall the operation system ..If you are not sure if it is a bios setting ..just try to reinstall using a boot-able disk with the operation system ..and if the boot order is not set to boot first from CD ..just try to press f12 to engage the boot menu and select it manually ..and press enter ..Another way to fool it ..is to try and remove the hard disk ...and force it to boot from the disk cause the disk is the next inline ..and after it starts just plug the hard disk again ..and you have a chance to go on with the installing in this time ..let me know what you have tried and what worked..
Booting
If you have verified the hard drive ribbon-cable is plugged in solid at both ends, then you may need a new ribbon-cable.. They only cost a few buckss. Otherwise your motherboard may have problems.

You should be able to get rid of the message if go into the BIOS (usually F2 on start-up) and set the BIOS to defaults.

Hello,
turn on the system in safe mode by turn on the system and pressing F8 constantly on the keyboard. A booting option will come up, scroll to safe mode and press enter.
Wait a while for the system to run/boot in safe mode. After the system has been booted in safe mode, wait a while and restart the computer and the blue screen should vanish.
If it doesn't vanish, run the system in safe mode again and preform system restore by going to Start > All programs > Accessories > System tools > system restore.
Allow the system to restore and the computer will be restarted.
This should solve the problem.
