Lots of issues can be responsible for your error message:-

The file is most likely corrupt. I would recommend trying to reinstall Sony Vegas Pro if the problem persists. If you are trying to open a file within Sony Vegas Pro then i would recommend searching or asking for ways to fix the corrupted file format, however their are plenty of good file fixers online.

I just went through this. I'm guessing you have the dora.exe file on your desktop? Try right-clicking on the file, and then select "run as administrator". It should let you follow the instructions from the website from that point on.

if it occurs after imported, it's because ctx'preferences was not imported. Try to get preferences from source (by reverse engeneriing or see with ctx_report.create_index_script package).

I found I needed to change the user to a Power User and it solved the initial error problem.
