Try a factory reset. You this m logging into the router using your browser and select factory reset. Of course you will have to set-up your router from scratch but often this solves many issues.

No, the router requires an Ethernet cable be plugged into the back of it to receive its Internet signal.

As far as I'm aware there are no consumer-grade routers that will pick up a wireless signal from another router and use that as the Internet source.
