If the drive is not getting detected in bios, either you have a cabling issue, firmware issue with bios or the drive has failed.
If the drive was working previously and you haven't updated the firmware since the drive is failed, jump to the end. Check to be sure all the cabling is seated firmly and all jumpers are set appropriately, if your not sure how please reply back with all details written on the drive and all the large print on your motherboard.if you're trying to install this drive on a new board, please reply with the large print on the board and I'll help determine if it even compatible with your board.
"The end" if we have already ruled out firmware and cabling or if the drive was previously working on this board and BIOS doesn't detect it, then the drive has failed. If there'snothing important on the drive replace it, a 40GB drive is worthless(cash value) these days. If on the other hand the drive is dead but did contain valuable files, reply back with your location(Country, State and City) and I will refer you to a nearby data recovery pro.

The disk is broken. You need to replace it. There's no other solution.
Unfortunely the drive might be defective, if the bios does'nt detect the harddrive then the ide controller on the drive is at fault, try setting the jumpers on the hard drive to cable select or master if its the only drive in the unit, if you have another drive already and installing a second then set the jumpers on this drive to slave. The jumpers are usually located on the back of the drive near the power connector, settings for the jumpers are usually printed on the label on top of the drive.
If the drive is not being detected by the Bios, I would say the drive is faulty or the IDE cable has a broken conductor.. Is this the original drive? If not, have you set up the drive for Master/Slave..? Have you tried another drive..? try connecting another known good drive to the cable, if the bios detects it then the drive is faulty.. If nothing changes, you may have a faulty drive controller on the mainboard. This is not repairable and you will need to replace the board and then do a repair on your operating system..
