Bush TV 32" has sound but no picture unless using the flashlight

I used the flashlight trick and I have menus working, can go to youtube, etc., and the TV sometimes does backlight for a few seconds or even minutes. I used a multimeter for the diode test and the LEDs do light up, with volts from 2.47x to 2.48x. With the LEDs lighting up, would it be the T-con board?

I believe you have some shorted LED lamps on the backlight strips that are causing over current and shutting down the inverter protection circuitry.. New backlights should fix the set

If you saw no faint picture with the flashlight, then it's the T-con board.

Sound but no picture
Most likely you have an inverter problem. The inverter powers the backlights so that the picture can be seen. You can try holding a flashlight close to the front of the screen in a dark room and if you can see any trace of a picture, the backlights are not lit. This can be a pretty hot circuit to work with. Have a shop check it out for you. Thanks for using fixya.
