Homedics 5 in 1 air purifier deluxe large wont start

I'm looking for troubleshooting ideas for a 5-in-1 UV-C Deluxe Large Room Air Purifier that I purchase on ebay around May. I bought it from a private seller, the equipment, brand new, came without a remote, I test it once, and it worked perfectly, later on I put it on storage til the end of august and I shipped to the phillipines as a gift for my girlfriend. The item arrived to my girlfriends house last night and the unit doesnt start at all, no lights no beeping, I know they use 220 volts down there in phillipines but she has a voltage regulator (AVR SIEG SVC-888 1000 VA). The air purifier gets plugged into the voltage regulator running at 110 volts AC, the unit wont still turn on, she plugged the voltage regulator to multiple outlets around the house with the same results, the voltage regulator works but not the unit. The air purifier has no physical damage, nothing is broken. the filter cover its positioned correctly, she fliped the filter upside down up and down position, and tried to run the unit without the filter, also even running it the whole unit flipped upside down, shaking it, tried the child lock disengage. nothing.
The purifier was shipped via cargo ship. I cant tell if the customs did something with it (magnetize it???), when the package arrived to my girlfriends house it was intact, nothing was open. I cant tell if its a electronic issue on the circuit board of the air purifier, even if the unit its brand new, also she had it unplug for 5 hours yesterday and plugged back in. is there any other way to reset it or make it work?
i had already sent an email to Homedics to see if they can fix this issue too

1. Unplug the purifier
2. Remove the two screws on the back cover and remove the cover.
3. Remove the two screws on the the top that hold the lint screen and remove the screen.
4. Remove the purification plate by sliding it out.
5. Remove the RCI target plate by sliding it out.
6. Disconnect the purification plate contact lead wires from the purifier plate cage.
7. Remove the two screws at the bottom of the plate cage.
8. Slide the cage forward, lift and remove the cage.
9. Rotate the uv bulb a quarter of a turn and lift it out of the unit.
10. Install the new uv bulb and rotate it a quarter of a turn to lock it.
Perform steps 1-9 in reverse order to reassemble the purifier.
the UV lamp does produce some ozone .. this one specifies .04 ppm .. thats not very much but might be detectable as a slight fresh air odor .. some other types use electrostatic filtering and some even have strong ozone generators .. ozone does kill bacteria, fungus and such and will freshen the air removing many odors but is not considered healthy in large or concentrated amounts or for prolonged periods .. the UV lamp will also kill bacteria and fungus without producing so much ozone.
Purifying Method: Photoplasma, UV, ions, and ozone.
UV bulbs, or rather the RCI cell needs to be changed every three years in the FreshAir, or when the "Replace RCI cell" appears, whichever comes first. The UV bulb loses its intensity over this period of time.
