A white computer screen can appear sometimes if your graphics card is bad . If the computer screen turns white as soon as you press the Power button that's a good sign that there something is wrong with the computers graphics card.
Try Pressing Ctrl + Alt + Delete.on the keyboard for your computer or try to reboot your computer too. You can fix the white screen issues here by simply using a keyboard shortcut. Try pressing Ctrl + Alt + Delete all at once then when the white screen shows up.
the monitor is dead, not windoz.

SOURCE: Why our HP L1740 17
Good Day sir/maam, lets try to make sure that the LCD is the problem and not the CPU,
If you insist that the LCD is the problem, you may need to check first your dealer for advice.
SOURCE: I have an hp pavilion
First of all you can check the computer by connecting another monitor to it to see if the problem goes away...if so then the problem would be in the monitor. If not , then I would try to change the video grafics card in the computer(assuming you don't have built in video). If you have built in video on the mother board then you will either need to replace the motherboard or disable the onboard video and install a video card

Hello, welcome to Fixya!
Your monitor is having a power fault because it is not switching on. The monitor might have worked fine in the past, but that's electronics for you. Power surge, irregular power supply, excess power supply, etc can affect the unit thereby not making it to power on.
First, remove the unit's power cord from the wall, wait for about 30mins, then plug it back in. If it doesn't power on, plug it into another outlet, to make sure there electric current entering into the rmonitor.
If plugging into another power outlet doesn't power it on then it confirms that the receiver is having a power fault.
When electric current comes from the power outlet into the monitor, it goes straight into the power supply board which then circulates the current into the unit. So if the monitor doesn't power on, the first thing is to make sure there is power entering into the monitor.
So check the power cord, if it is a 3-pin plug, it must have a fuse in it. check the fuse if it is not blown. if fuse is intact, then power supply board should be checked.
This unit must have a power supply board in it where power enters from the mains. A capacitor, fuse, diode, etc may have been defective on the power board and maybe that's why its not making the unit turn on. There might also be some disconnection or something, inside the unit which is not making it to power on.
To actually find out what's wrong, you need to disassemble the unit with a screw driver and check what's wrong. You will be needing a meter and continuity tester in order to read the components on the power board. Once you detect any bad component, you can make necessary replacement at any electronics accessories store withing our vicinity. This is the only way by which you can detect and solve the problem.
Of course, testing the power board with a meter will require someone that has the ability. So it you can't, then you might be needing the help of a repairman or you can call a friend that has the ability to help you out.
I wish you the best of luck.
Regards.

why would a PC fail white screened.
well lots really, no PC told. but here is sample list.
1: PC GPU card is dead.
2: PC needs a hard reset ,ask. (or unplug PC AC power cord for say 4 hours the put back power cord to wall)
3: PC OS is corrupted, and locks up white screened, no OS told by you, so no answers.
if OS is corrupted go in to BIOS setups
see if bios screens are bad.(white)
if yes the PC for sure has bad hardware.
some new PCs will not run this old monitor if the modern OS is not set to a lower resolution. 1280 x1024 @ 60 Hz (analog)
this monitor is junk class, it is too old
to last, most are dead now.
5 year life on tubes CCFL background lamps inside.
20,000 hours. get rid of it now, and not be caught with no working monitor !!!
if the question is or was, how to test a monitor with no PC present (none there)
ask, we can do lots of things with NO PC.
some monitors are used on NON PC purposes
like on huge CCTV systems or in a server farm. to service systems there.
we have no idea at all what is on your desk
NOT TOLD.!!
but do buy a real LED Monitor and dump this pig. 2010 or newer never buy 2005 monitors.
