Only after turning it ON/OFF MANY times, will water SOMETIMES flow through. When I turn on the machine the usual noise is dampened and it doesn't sound as though water is being taken up from the reservoir.

For Whirlpool washers, F20 indicates no incoming water or that the tub didn't fill to the appropriate level in the expected time. The problem could be simple: open the shut-off valves. (Sometimes, the hoses may need to be replaced. Anti-flood hoses can limit the water flow if they are leaking.) Other issues are a faulty inlet valve or a problem with the flow sensor. Watch the water come into the machine. If it flows in slowly, turn off the shut-off valves. Take the hoses off the washer and place the ends in a bucket. Open one shut-off valve at a time and watch the water flow rate. If the water flows through the hoses at the normal rate, look at the inlet valve. If the water was coming into the washer normally, then the flow sensor may be a problem. This involves a reed switch and an air tube, dirt in the tube can sometimes be blown out which cures the problem. Otherwise, check the reed switch and replace it.
If water pours into the machine and then drains out, check the position of the drain hose. If the hose end is below the water level of the washer tub, the unit will siphon out water as fast as it flows in. If these problems are not seen, then the issue could be the control board not receiving the water level information. Check the wiring for damage (small breaks in the wiring can happen). The wiring harness connections may have corrosion building up. Replace or clean the wires. If needed replace the control board.
Verify that BOTH water hoses are hooked up correctly and turned on. What happens is the hoses get hooked up backwards, sometimes... then dad gets a big hot water bill and turns off the hot water (which is hooked up to the cold inlet)...When the machine needs cold water, it turns on that water valve and no water flow because hose source is turned off.
sounds like a water fill problem to me, normally at start of cycle door locked, program set, start water solenoid opens and fills machine with water, once water reaches set level heater will come on and wash program will commence,
so if you have a restriction in the water supply/ water tap not turned on correctly, on blockage in water solenoid valve water flow to machine will be restricted causing a long delay before machine starts, things to try
1. make sure hose connection water valve is fully open
2.open soap draw to see / if you can hear water flowing into machine,
3 if its very slow you have a restriction in water supply
could be a twist in water supply hose, causing a restriction
all above is if machine is taking to long to fill with water,

Sounds like a bad shutoff solenoid. It operates the valve to let water in and then shut it off. There should be a valve behind the machine where the hose connects to the wall so you don't have to isolate hot water to the entire house.
Hi Fred. Turn off the water and clean the water valve inlet screens inside the water valve.
-Remove the hose connection to the washer.
-Use a knife blade at the outer edge of the screen and pull it out.
-Wash the screens under slow running water rubbing it with your fingers.
-Reinstall screens
CHECK hose water flow into a bucket by turning on each hose. Slow flow= plumbing problem
Good flow = Connect hoses to washer
Before you turn on the water check the wall connection end of the hoses. Sometimes there are hose screens there also. If there are screens in the wall connection end of the hose remove the screens and wash them.
Check the water inlet pipe is not kinked or blocked. If you can turn water off, remove pipe, place pipe end in bucket, turn water back on, check flow from the pipe to eliminate it. If not that, then the water control valve in the machine might want replacing. By the way, those horrible "quick connectors" that are sometimes used to screw on to the water pipes, can corrode over the internal hole, and prevent good flow, so replace with a proper washing machine valve, and TEE connector.
1. Turn off the water supply to both hoses. 2. Remove hoses (one at a time so you don't get them confused) 3. On the washer side - look for a removeable screen inside where you just removed the hose. 4. Using a small screwdriver - pop out the screen and reverse-flush it/clean it. It will likely be full of sediment and calcium deposits from your pipes. 5. Replace the inlet screens. 6. Re-fit the hose to the machine. 7. Turn on water supply valves. 8. re-try.

spunds as if you have a faulty diverter valve, nont switching too drain mode constantly recircuilating your water, grey y shaped piece under your machine you can probably buy direct from f&p
Carmel, I've seen this a number of times on the HE3, you are going to have to replace the water inlet valve. Since it's filling after the end of the wash the pressure switch is not going to detect the fill. The valve is not closing properly. If you post the model number I can give you the part number.
