I need to reset tablet factory setting I just got it and it won't let me on

Yes a reset might fix your issue with not being able to log into your tablet.

My tablet keeps on going back to the loading screen and repeats that

You will need to reset the machine to factory settings by holding in the "Reset" button with the power on. Then just wait until it reboots. If this doesn't work you may need to get the Operating System re-installed.
