GE 25983 Hangs up after announcement

Instead of allowing the caller to record a message, the phone hangs up immediately after the announcement is completed and gives a dial tone.

How do I change it to accept a message from the caller please?

Here you are...

Recording the Outgoing Announcement
For best results when recording, you should be about nine inches from the microphone, and eliminate as much background noise as possible.
1. Make sure the answering system is ON.
2. Press and hold the announce button on the base until the speaker announces "RECORD ANNOUNCEMENT AFTER TONE".
3. Begin speaking after you hear the beep.
4. Release the announce button when you finish your announcement.
NOTE: If you choose not to record an outgoing announcement, a default announcement plays instead. To return to the default announcement after you have recorded your own outgoing announcement, press the announce button and release it when you hear the beep. Or, press the delete button while the announcement is reviewing.
NOTE: The maximum duration allowed for outgoing message is 2 minutes.

Not recording

Record Time sets the duration for recording the incoming messages. You have three
record time options. The options "1 minute" or "4 minutes" set the duration for
recording the incoming messages. "Announce only" answers the call but prevents
the caller from leaving a message.
1) Enter the Answ. Setup menu, and then the Record
Time submenu (see "Entering the Menu" on page 16).
2) Press volume up/down to select Record Time
(1 Minute, 4 Minutes, or Announce Only)
3) Press the OK soft key. You will hear a confirmation tone.

ANSWERING A CALL AND NON FUNCTIONING ANSWERING SYSTEM

no make or model listed
on many phones there is an ability that when the phone is picked up it is automatically connected to the caller and pressing the answer button is the same as hanging up
as for you second point , if a caller rings but hangs up before the message beep or after the beep but hangs up , there will be no message recorded

Inaudible announcement

How close were you to the base unit when you recorded the message? The manual suggests 9 inches from your mouth to the mic on the unit. Also speak loudly when you make the recording. Yes, you can re-record the message. In fact, you can record two messages and use whichever one fits your immediate circumstances.
