4 Blinks means that an incorrect voltage had been detected on the +5V circuit coming from PSU to digital control board.
The PSU must be tested and eventually repaired or replaced.

    I also forgot to mention that before doing all the steps suggested in my previous comment, you must try leaving the TV set unplugged for several hours.

    This will drain power completely from TV circuits and sometimes can fix protection errors like the 4 blinks mentioned above.

Forgot the combination to the lock. Is there a way to retrieve the combination or return it to its factory default combination 1, 2, 3, 4, 5

The instructions below are copied from the programming instructions (page 11):

ERASE ALL PROGRAMMING
(The "out of box" factory default will be restored)
1. At the back of the lock, remove the screw at the bottom of
the lock housing and remove the cover.
2. Take out the battery pack and remove battery power by disconnecting
the battery pack.
3. Plug in the (provided) male shunt connector into the yellow
wire female connector.
4. With shunt connector connected, re-connect the battery
pack. The lock will immediately sound 3 short beeps (if
these 3 beeps are not heard, then restart at step 2).
5. The lock will then sound more slow beeps, 1 beep for every
second it takes to clear the memory.
6. After a few more seconds, the LED will slowly alternate between
flashing red and green--disconnect the yellow wire
shunt connector.
7. The LED will continue to slowly flash green and red for 25
seconds. To enroll Function Cards, proceed immediately
as follows:
• With the lock LED slowly alternating between flashing
red and green, present the Function Card #1
to the lock. The lock will sound 5 slow beeps.
• The lock LED will flash green rapidly. The lock is
ready to enroll the Function Cards.
• Re-present Function Card #1 to the lock. The
lock LED will flash green then red, with two beeps
(indicating the card was enrolled successfully).
• Present Function Card #2 to the lock. Again, the
lock LED will flash green then red, with two beeps.
• Continue to present, in order, Function Cards 3-
9. Each time a new Function Card is presented, the
lock LED will flash green then red, with two beeps.
After the 9th Function card is presented, the lock LED will flash
green twice, sound two beeps, and will then remain silent,
ready for use. Note: If the lock continues to beep after presenting
the 9th Function Card, check to verify that the yellow
wire shunt is disconnected.
Note: If you only wish to use the first 3 Function Cards, simply
allow the lock to "time out" after 30 seconds.

Hp compaq dc 7100 , my problem is that as i start my pc than 4 beep with time interval 0.2 sec with led than after 0.5 sec it start again , remain continously

Are they Long Beeps? Does the RED led light on the front show up?
If there is no RED led light blinking, then the problem is your RAM.
If there IS a RED led Light showing up, then the problem is your Power Supply.

Computer will not start

It all depends how many beeps there were.
From http://h18000.www1.hp.com/products/quickspecs/12253_div/12253_div.HTML
Diagnostic LED Explanation Table Number of 1-second red LED blinks followed by 2-second pause, then repeats:
2-processor thermal protection activated
3-processor not installed
4-power supply failure
5-memory error
6-video error
7-PCA failure (ROM detected failure prior to video)
8-invalid ROM, bootblock recover mode

I have only really come across 4 beeps = order new Power Supply or 5 Beeps = reseat the memory and hope it works

42PFL5332D/37 does not turn on red light flashes 6 times.

Don't have a "solution" yet, but found this table that decodes the blinks:

Error Code Table

0 = No error
1 = X-ray protection, E/W protection, and/or Vertical protection active
2 = High beam current protection active
3 = Reserved
4 = +5V protection active
5 = Signal Processor (IC 7150) register corrupted
6 = Signal Processor (IC 7150) error
7 = Total failure
8 = Internal RAM error (Microprocessor IC 7000)
10 = NV memory (IC7088) addressing error
11 = NV memory (IC7088) size error
12 = Histogram (YUV) (IC 7770) error
14 = Sound processor I²C error (TDA9855)
16 = Main Tuner I²C error (IC 1125)
17 = PIP Processor I²C error (IC 7350)
18 = PIP Tuner I²C error (IC 1127)

I, too, have the 6 blinks of a red light. I found another person online that suggested that perhaps the power cord was "defective" as it's a common issue. I replaced the power cord with one from an old computer (they're the same cord) and it seems to be OK now. That's all I can offer you at this time.

Red LED blinking after turn on the TV (Philips Plasma 42PF9631D

The TV is on protect mode.

Try first leaving the TV power cord unplugged for some times, let say one hour or so.

Also ensure that the fault is not coming from a faulty receiver box sending bad signal, check if you get same problem with no receiver box or dvd connected.

If that does not work, and you keep having a flashing led on front of the TV, and tv turning off by itself after a while, that indicates a fault condition.

The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible reasons.

1The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.

2 The protection circuit detected a wrong voltage or abroken contact, identified an internal fault and kicked in , startingthe flashing light.

If you are in situation one, then theTV will reset just unplugging power cord for one or two hours,sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

Common faults that can occur are a blown capacitor on power board, a convergence IC has blown, or a fault on Digital board.

Check also the video cable or any external connection cable, if the cable is shorting, or the connector is bad, you can get same flashing state because of the video cable.

If under warranty contact the manufacturer ringing the number on the user manual

If you want to repair at your own expenses, just locate any good qualified repairer.

Four red flashes

if 4 blinks is consistent and even after unplugging tv still does not power on would recommend replacing small signal board as error is i2c communication failure which is specific to microprocessor located on small signal board

My tv willnot turn on

When it shuts off. Try doing what's called a self-diagnostic test.
As soon as the television shuts try these steps.

Pressing on the front panel's ?INPUT? and ?MENU? buttons at the same time, and holding for 5 seconds,
activates the Self Diagnostic Code Mode. The LED flashes denoting a two digit Error Code, or indicating no problem
has occured since the last Initalization.

Please do Note: The front panel buttons must be used, NOT those on the Remote Control.

? The number of flashes indicates the value of the MSD (tens digit) of the Error Code.
? The flashing then pauses for approximately 1/2 second.
? The LED then flashes indicating the value of the LSD (ones digit) of the Error Code.
? The Error Code is repeated a total of 5 times.
Example: If the Error Code is ?24?, the LED will flash two times, pause, and then flash four
times.

The Error Code designations indicating a malfunction, or no malfunction, are listed below:
Self Diagnosic Code Description
1 - 2 = no error detected
2 - 1 = X-ray protect (high voltage or beam current)
2 - 2 = Short protect (short protect monitors low voltage supplies)
2 - 3 = Deflection protect (this could be loss of vertical or horizontal deflection)
2 - 4 = Vertical protect (usually loss of vertical from the source).

Tv doesn't come on

Stuck in standby, LED on, no HT
There may be no 5V to the microprocessor. Check R3509 and D6501. Replace R3509 with a 47k 1 Watt version (4822 053 10473). D6501 is type BZX79B5V6 (4822 130 34173). Check the +150 volt rail, 145V is too low
