Wheel bearing is the most likely cause. Prob a 1.5-2 hour labor rate job in the shop.

this is normal it take ALOT of force. I end up using a large hammer and a solid 2x4 to cusion the rim. Smacking it once good from the outside of the mower too. all this take place the the next morning after spraying in some pb blaster or similar anti seize spray into the axel.. and tilting the mower slightly. Dont use a torch it wont help. It only makes things hot and you will ruin the tranny seals.
I know its frustrating. expect that key way to be part of the problem in there to.

Aluminum rims I take it? No other screws or bolts I take it? Have you tried a good boot, (heel) one side after other, top & bottom too? I've had some nasty ones over the years. Have had some luck with a good swing with rubber hammer on edge of rim, from back side of wheel. Other thing I've done is put nuts back on, but left them a little loose, put car back down on ground and wiggle the back end of the car back & forth as hard as I could, and they've broken loose. You'll have to use some ingenuity on it. If you can get a piece of 2x4 to stay in place on back side of rim for a good whack with sledge hammer even. Good Luck, let us know.

most likely rust has taken over
find some liquid wrench or pb blaster and spray the axles liberally and let it penetrate the axles and wheel hubs where the axle goes through.
use a 2x4 and a hammer to tap against the wheel hub to try to move it down the axle then tap in back on to try to free it up as the penetrating oil works in, spin the wheel and tap in different areas of it
the worst case cenario would be to use a torch and heat the axle and hub up and drive it off, but it sounds as though you are moving it some and with some patience they eventually should come off
when you put them back be sure to coat the axle with some grease and do not forget to reinstall the key stock in each wheel, if they have it
the bolt in the center of the axle is all you need to remove and note where the washers came from and where they go back.
