It's the scroll lock sign. Unlock it pressing the BloqDespl button next to ImprPant.

Check that you have the right keyboard language enabled. Hold Windows key and press Space until it says English (US).

I only explained it was a standard QWERTY keyboard as opposed to a laptop keyboard which has specially assigned Function Keys for things like screen Brightness up and down, Contrast up and down and Volume up and down, by pressing the 'Fn' key and the top numbered keys 1 to 0.

As I explained and gave you the second link, the keys marked 'F1', 'F2', all the way up to 'F12' are assigned by Windows. F1 is always Help. The next three keys and Print Screen, Scroll Lock and Pause on my Cherry UK Keyboard. I was trying to find a decent image of your particular keyboard but all the image are dreadful because the whole thing is black. Mine is Ivory!

This image isn't bad and shows windows assigned keys. It your has those orange symbols, they are for Multimedia, headphones, volume, play pause, fast forward and rewind etc.

I'm thinking that is the symbol for your internet browser home page. There is a button/key which opens your browser on your home page. That light may never go out - if it's just an indicator of the button/key function. Read your keyboard owner's manual.
