WHEN YOU CHANGE A TIMING BELT THE TIMING MARKS ON THE CAMSHAFT AND CRANKSHAFT NEED TO BE SET UP PROPERLY - IF THEY ARE NOT SETUP PROPERLY THE ENGINE WILL NOT RUN AND THE VALVES MAY TOUCH THE TOP OF THE PISTONS AND LOCK UP THE ENGINE.
YOU MAY EVEN BEND THE VALVES.
REFER TO A WORKSHOP MANUAL FOR THE TIMING PROCEDURE.
NB: IF THE TIMING BELT IS NOT CHANGED AT THE RECOMMENDED TIME INTERVAL AND THE BELT BREAKS THIS CAN ALSO BEND THE VALVES - CAN BE A VERY EXPENSIVE FIX.

Why did it shut down at traffic light?

wow no year, ?
no engine size stated. there are 5 engines opted day one.
GM and omg Daewoo junk.? my guess 2.0L gas
the cam belt must not be run for 100k miles, are you?
it is a TUNEUP part (called a listed Service point)"critical too"
it must not jump.
but that depends on what jump means? and where eyes are looking (mid span belt or top edge of cam wheel?????????)
all cams have bias (turn one by and and feel that 1 time)
and this bias causes the belt mid span to bounce.
just a bit. (even a new car)
when you install a new belt, the belt is tensioned to a SPEC.
(just one step in many )
and if at SPEC, the bounce is minimized! (dont skip steps and win)
and if allowed to bounce too much (internal belt damage)
then it will jump a cog. and engine will then run like crap.(or boom, bent head valves.)
or worse blow up. (interference engines do that)
and sure stall. (stalling is the least of all this)

so, hang a timing light on it.
is the timing way retarded? yes, then belt has slipped.

lineup (eng)
1.4 L E-TEC I4 (petrol)
1.6 L E-TEC I4 (petrol)
1.8 L Family II I4 (petrol)
2.0 L Family II I4 (petrol) most common in USA.
2.0 L RA 420 I4 (diesel)

the 2.0L gas is INTERFERENCE, so ignoring the belt can be very very costly mistake.. as all are.....

    • Timing belt

Car engine locked up

Do you mean the timing belt, or the serpentine belt ?
The serpentine belt could lock up the engine if one of the pulleys was froze. Sometimes the alternator or power steering pump will lock up.
But if the belt is off the engine it would have no effect.

I have a 93GT and the power windows, power seat and locks are not working. I changend the fuses.

93 gt's dont have fuses for these, they have circuit breakers. I had the same problem with my 93 Gt it ended up being a faulty alarm brain that had screwed everything up, I swapped out the alarm and it was fine after that.

BMW recommends that the timing belt be changed every second Inspection ii, or every 4 years on cars that have low mileage. Most of the rest of the industry has timing belt changing intervals ranging from 40,000 miles to 60,000 miles. It is better to change the belt at a lower mileage than at a higher number.
The timing belt must be replaced every time the belt tensioner is loosened. Do not reinstall a used belt. Reusing a timing belt, even one with low mileage, is not worth the chance of having a belt break and damaging the engine.

Good luck.
