Error code 31 is an error displayed in the device manager when the drivers are messed up. "This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)." This code will appear when the graphic card drivers are having issues.
Protecting Drivers
To protect your computer system and drivers, always create a restore point before downloading or updating any program.
Right click "My Computer" and select "Properties."
Look under the "System Protection" tab in the System Properties popup box.
Click on the "Create" bottom to set a Restore Point when the computer is healthy and running well. Good computer maintenance means setting a point once a month.
Name the point with a phrase that has meaning to you, like "before driver update."
If a corrupt driver sneaks onto your computer, this Restore Point might be your last defense before you have to re-install the entire operating system.
Viewing
This error code will only appear in the Device Manager.
Right click "My Computer" and select "Properties" from the menu.
Click "Device Manager" and expand "Display adapters."
Right click on the graphics card and choose "Properties."
Under the "General" tabs is the Device status notification box.
This is where the error message will appear.
Driver Update
When you're updating or downloading a graphics card driver, the drive might not install properly. Corrupt files will cause drivers to not load and the message will appear.
In the case of downloaded driver problems, remove the offending driver and re-install from a different download.
Open "Device Manager" and find the problem graphic card entry.
Right click the device and pick "Uninstall" from the menu.
Reboot the computer to force the system to try to restore the driver.
System Restore
When there are major issues with the graphics card drivers, a system restore is one option to fix the problem.
Open up the "Start" menu and type "System Restore" in the run box.
The computer looks for any entry containing "System Restore."
Click "System Restore" under the Programs listing.
This will start the program, and you can restore the computer back to a point when the graphics card drives were working.

If you see a yellow question or exclamation mark ? ! or a red X you will need to update the drivers for this device right click select update driver/reinstall driver
if you can see your usb device but its not working scroll to Ports(Com&Ltd) right click to update driver
If you computer came with a motherboard disk the drivers could be on it.
