Defy Gemini Gourmet Multifunction Thermofan double oven. The top oven is not heating up?

Question edited for clarity and toss in a load of CAPS.

Disconnect the element and the fan and check them both for continuity with a multimeter. If the circular element or the fan fails, nothing works, so it could be either.

Defy Gemini Petit Chef oven

The model number should be on a label where the mains goes into it. 1-8 sounds like a microwave timer unless it is Gas, so Gas Mark 1 to Gas Mark 8?

yes check that the fan mounting is ok and that the fan blade is tight in place, you can tightenthe mountig screws and the fan blade persist. if it persist then check that the motor bearing

Check that the motor shaft is free running as the front bearing could be seizing from oven heat
if it is good , replace the fan motor
