To stop your RCA Viking tablet from saving recent windows across boots, you can try the following steps:
Go to "Settings" and select "Developer options".
Scroll down to the "Apps" section and select "Don't keep activities".
This option prevents the device from saving recent activities, so they won't appear when you reboot your tablet.
Alternatively, you can try using a "one tap closes all" button app from the Google Play Store. Some popular options include "Task Manager" and "Advanced Task Manager". These apps allow you to close all open apps with one tap, which can help to prevent recent windows from being saved across boots.

You may need to consider resetting your tablet to its factory settings. If nothing else is working, it is what you can try. Any saved data you have on it will go, so you should try to back it up somehow, if you can, but if it is freezing so much, that may not be possible.
You may have to do a hard reset.hold power button until tablet switches off....then hold power button together with volume up for at least ten seconds, android logo boots to robot with red triangle.leave it alone until it gives you a menu with options to reset.you will lose all you apps etc but once you sign in to google play you will be able to reinstall all purchases for free.once you have it up and running look for google play updates and chose do not install updates let me choose.this is because if you get a partial update or partial install you will crash the tablet again and again.updates come in the background and you should only update when the tablet is fully charged or connected to charger and never switch one off during installations.hope this helps please vote thankyou.
