These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. These blink code is fault indication. With Philips brand TVs, we cannot read these blinks as they appear. Means by digits. There is a special procedure to read these blinks. If you wish to get more details about the blinking codes reading procedure to Philips TVs, visit this site. Pull up older posts there. Details are given about how to read these blinks and convert them to numerical digits.
Check the site with patience. It has so many posts, and all are related to electronic equipment repair. Check it in 'Timeslide' option. It will be easy to find brands.

Its not going to be a do it yourself repair--likely a bad board or even boards--have a repair center (authorized for this brand) inspect it.

Its main board [motherboard] will have some short circuited component/s. To locate the exact faulty component, you have to check the main board. Normally, DLP control chip are found faulty to this type of sets. You must have through knoledge and expereince to work with this type of Tv circuits, and must have its schematic diagram [service book], all tools to proceed. OK.

Turn the TV on From main supply: Ensure that the main supply is turned on. A blue indicator light on the front of the TV lights up. When the TV is turned on by the main supply, the blue indicator light will blink for 45 seconds. This is the lamp's start-up period. When the light goes off, press the POWER button on the remote control or power switch. Press POWER to turn on the TV.

Philips 60pl9200D/37. Two Red lights on power button.

If the power button is displaying the bulb fault indicator AND overheat indicator lights at the same time, it indicates a faulty cooling fan. The television is smart enough to detect when either of the two cooling fans in the chassis have failed, or aren't spinning fast enough. To prevent overheating and damage, the set will not turn on if a fan is faulty. You'll need a replacement fan.
