If it was paid for with PayPal, it may be possible that the seller's email was entered incorrectly, in which case even though it will show as deducted from your account, it will not show up in the seller's account. You wound need to cancel the first payment and then re-send it. it may be helpful to speak directly to PayPal. Their number can be found here-

Resolution centre ebay

According to the Paypal process when you file a claim for an item that is significantly not as described, you must return the item at your cost in order for Paypal to issue a refund for the amount you paid, not the return shipping costs. You have 10 days to provide Paypal with a tracking number. Paypal doesn't allow you to post a reply. You send the item back or in 10 days the claim is closed.
Buyers are being forced to pay to received goods the seller didn't described accurately, and in some cases, honestly.
I think that is wrong.
When you can prove that an item is significantly not as described, then Paypal should refund your entire costs of the item including shipping both ways. Sellers can take advantage of Paypal's forcing buyers to pay for return shipping.
If a buyer doesn't like something or changes their mind, and wants to return it, then the return shipping should be paid by the buyer.

I have paid for a phone the money transfered but now the item isnt in my won list anymore why is this have i been ripped off if so what can i do to get my money back?

If you paid for your auction using paypal, then you can track the item in that account. Log into paypal, select recent transactions, find the phone and you can check the order on it. You can see when it ws paid for, when the seller said that they shipped the item, a tracking number for the delivery information and the method that it was sent. If it has been a long time since you paid for it and you still have not received it, then click on "open dispute" and report the seller to paypal. When you open a dispute, paypal contacts the seller and they either provide proof of delivery or they refund the money.

If you used a credit card to pay for the phone through the pay my auctions method on Ebay you will need to find the auction that you won in order to check delivery on it. The item should be in your closed, or completed items in my Ebay.

If you paid for the item on a credit card and you didnt go through paypal, and you cannot find the auction that you won in my ebay, then either wait until you get your credit card statement and turn it over on the back to fill out the dispute an item instructions. ALWAYS put disputes in writing when dealing with a credit card company or bank. If you dont want to wait to receive your statement to dispute the charge then call your credit card company and tell them that you want to dispute an item and have them take a claim for you. Tell them the reason is non receipt.

I have bought a Silver Cross twin dolls buggy, it was delivered, I was not in. Been to collect from Fedex and they have returned it. I have paid £29.99 for this toy and I can't find anyone to help. ...

HI there!
I just hope that it's not yet past 45 days since you paid for it.If not, you can file the item not receive case on eBay and here's how;

Here's how you can open an item not received case from My eBay:

1. Please sign in to your account and then please click the My eBay tab located on the upper right side of the page.
2. Then please click the Account tab and inside the Account Summary page please click the Resolution Center link on the left side.
3. Inside the Resolution Center Page, please click "I've not received my item" and please click continue.
4. You will need to enter the item number and please follow the next steps.

To open an Item Not Received (INR) claim through the "Contact Us" options:

1. Click the eBay Buyer Protection header or the "Contact Us" link displayed on the home page.
2. If you click "Item Not Received", the following page will review a list of your recently purchased items. Choose the item(s) that you need help with and click Continue.
3. eBay will ask if you've tried contacting the seller yet. If you choose "Yes", you will be prompted to open a claim online or call us.

If it's already past 45 days, you can no longer file a case on eBay but you can file it from IC3, well I guess that won't be much of help.
http://www.ic3.gov/default.aspx
You can also check with the seller if they purchased tracking, if there is and you still haven't received it you need to contact the carrier and it could be lost in transition. If there's an insurance you can file a claim with the carrier.
Here's how you can request for the contact information of the seller:

1. Click the "Advanced Search" link at the top of most eBay pages.
2. Click the "Find Contact Information" link under "Members."
3. Enter the member's user ID (the user id of the seller) and item number.
4. Click the "Search" button.

Then you will get an email with the name and phone number of the seller. You can also use this to report to police if you feel that you need to sue the seller for not completing the binding contract.

Hope this helps! Have a great day!

Received items purchased through ebay broken, how do I proceed?

Hi
Notify the seller about the broken items. Between you and the seller you'll need to determine if the items were broken by the shipper. If so, the seller will file a claim for the broken items. It's up to the seller whether he refunds you prior to the claim being approved. I usually refund as soon as possible. If the seller is unresponsive and/or he did not purchase shipping insurance then you'll nee to file a claim with eBay's New Buyer Assurance. Good luck

I have purchased a camera and paid with paypal The funds came out of myu bank Dec 27 and were deposited into the sellers account on Jan 7. I still have not received the camera. Can you tell me what to do...

You need to file a report with eBay against the seller. Have you tried simply contacting the seller and asking about the product?
I would try to explain it here, but they do a better job on their website: http://pages.ebay.com/help/buy/item-not-received.html
It's very straightforward and they will work with you to get your money back! Hope it gets fixed! I recently had to do this with a buyer rather than a seller. Good luck!

I have not received notice that my purchase has shipped

You will need to contact the seller for shipping info. See if they have a tracking number.

If you cannot get seller to respond or is evasive with you, go to PayPal website and click on the Resolution center and file a Dispute. Be prepared to document all communication with seller and attempts to resolve.

If you find this solution helpful, please click 'Accept' as that is how I get paid. Please feel free to add comments.
