First, go to the Google page and copy the URL it shows in the browser. Then, it depends on your operating system, but if you are using Windows 8, (I use Firefox browser, see below for Internet Explorer) click on Tools in the menu bar at the top of your screen, then select Options, then select the General tab, and a choice for Home page will appear. Paste the copied address in the choice for your Home page.
If you are using Internet Explorer, right click on the house icon (upper right), then click on Add or Change Home Page. If you are already on the Google page, simply choose to use the current page.

Click on "internet options"
on the opening page click the GENERAL tab
click in the blank box or if there is something in the box type over is with http://google.com
click Apply button if available
Click OK button.

I am assuming that you are talking about your browser being set to a specific homepage for you to go to as soon as you open up the browser of your choice to browse the internet. The problem is that you did not label the browser type that you are using so it is difficult to give you step by step instructions. When asking questions here it is best if you can describe the entire problem that you are having and the appropriate details to receive the appropriate help (IE browser in this case, Internet Explorer, Google Chrome, Safari, Firefox, ETC...).

Easiest solution (vary per your browser) but select Tools > Internet Options (IE), / Settings (Firefox/Mozilla/Chrome).
In IE the first Tab that opens has the option for your home page or pages (tabs). If you have already gone to www.google.com (or the country of your choice then you should be able - in all browsers - to select the current page as your home page, or manually set this option in the area provided for this in your browser. Well Internet Explorer is a web browser, it comes pre installed with Windows you can run it by going to Start > All Programs > Internet Explorer.
But Internet Explore (IE) is not the only choice you can install Mozilla Firefox (www.mozilla.com), Opera (www.opera.com), Chrome (www.google.com/chrome). All these software (IE, Opera, Firefox, Chrome) are called Internet Browsers as they let the user Browse the Internet and order to Open (I assume you want to Run) you'll have to install them.
