Hello, "turn off the power and on again" its a very comman problem and occurs when the lens block assembly start malfunctioning. Actually the slide motor not work properly and until the lens not come out completely the camera will not work, that's why the error message appears "Access" and then screen shows "turn off the power and on again". In this situation you have to replace lens block assembly.And the part No. is with description is given below: A-1512-913-A LSV-1250A Thanks for using fixya.

Since there is nothing you can do to fix this at home you have 2 choices, replace the camera or send it back to the manufacturer for exchange (very expensive)

your dead right the lens is closed when the unit is turned on a small latch pulls away a black sheld that stops light (direct) from damaging the lens these latches fail some times and are real expensive to have fixed

im sorry but i think its time to go looking for a new camera

Samsung L730 wont extend lens and dosent turn on right

Met the same problem. I disassembled camera and found a lot of sand in lens transmission. I couldn't move lens even by hand. It was strongly jammed. I had to disassemble lens block completely to remove all sand. Now camera fully functional.

Canon Powershot SI screen goes black after taking a photo

That sounds like a sticky lens shutter. They usually have to be replaced, as they usually will need parts. When the camera is working look inside the lens and take a picture(with flash turned off). You should see a black shutter door clicking shut in the lens. When the camera acts up, look inside the lens again. If the door is staying shut full time, that is your problem.

Camera won't come on, screen stays black, and the lens is stuck out.

it could possibly be the brand of batteries used sometimes they are not juiced enough to hold out for the camera i have had this problem too i used different batteries til i found one that works

BLANK LCD SCREEN

The shutter in the lens is stuck closed. You need to take the camera to a shop where they will replace the lens assembly.
