I BELIEVE IAM HAVING SOME TYPE OF VACUME ISSUE. SOMETIMES TOILET FLUSHES WITH POWER AND SOMETIMES BOWL FILLS WITH WATER AND DOESNT GO DOWN AT ALL OR SLOWLY DRAINS .SEWER LINE IS CLEAR .I INSTALLED POWER VENT DIDNT HELP.CAN IT THE WAY THE BOWL IS SITTING ON TILE ...PLEASE HELP THANKX
The water in the tank is not filling to the water line, thereby not providing enough water to flush properly. Adjust the float so that the tank fills to the water line
Toilets work on a siphon principal....the bowl level is self adjusting, if there was too much, it would simply drain to the proper level.
Do you have any objects in the tank to displace water?
If there is a crack somewhere in the drain section of the bowl, that would cause it not to drain correctly.
Another possibility is that there may be partial clogs between the tank and the bowl, The bowl needs to fill quickly in order to create a siphon action. If it fills slowly, the water drains into the sewer but does not fill the drain channel completely, thereby preventing the siphon
That sounds like what my plumber believes is happening to my toilet that is the same type and having the same problem as the original poster. He has quickly jumped to "get a new toilet". However, is there a way to clean these clogs between tank and bowl?
That is what my plumber figures is happening to me. He says, replace the toilet. But, is there some way to clean these partial clogs betwen the tank and bowl? I have the same toilet as the original poster.

Clean out the ports under the rim with a coat hanger and this will solve your problem.

THE TANK IS FILLING TO WATER LINE .IS IT POSSILBE THERE IS TO MUCH WATER IN BOWL .WHEN THE WATER LEVEL IS VERY LOW AND WE FLUSH WATER SUCKS RIGHT OUT
