If the cell phone battery is more than 3 - 4 years old then the battery could be worn out.Rechargeable batteries have a finite number of charge and discharge cycles andwill lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up at all. OR Thebattery shows a 100% charge but when the adapter is disconnected the batterydrops off to zero capacity in a very short time. If the battery drops to anunacceptable charge level then the battery needs to be replaced.

It is quite possible that if the battery has gone down below the threshold limit or has developed back emf then it is difficult to charge it the normal way. You can use a trigger/jump start charging so as to bring it to the set level from where it will take up charging.
But in the first place use a multimeter to check the voltage on the battery, once confirmed you can try the charge externally and if this wont help change the battery.
If battery is showing good voltage then you must check the voltage on the adapter.

If your adapter /charger has low voltage it will not properly charge the battery, any battery. Go that route and try another adapter..

Sounds like you have a faulty ac adapter or jack on the laptop and its not charging the battery fully. More like a trickle charge. I would recommend leaving the laptop on default power settings or the best power settings and see if their is a differance in life or either shutdown the laptop and let it charge until the light shows fully charged.

I was going to suggest a recalibrate might do this

with some machines run the battery to flat then fully charge at full charge shutdown and reboot windows.

With some machines the same thing is done as follows:
Enter the bios and disable the automatic shutdown for low battery. Disable the automatic shutdown for low battery in Windows. Run the laptop until it just dies from the battery going dead.
Charge the battery. Re-enable the automatic shutdowns.

And I believe some even have options in the Bios to recalibrate.

If this doesnt work then could be a voltage issue in the charger (is it universal with voltage settings?)
if it is this and no settings that could have been moved to wrong voltage etc, then maybe need testing and replacing.
