Just pull out plug w cable on and crank engine..shud see fire. If not then bad connect or magneto. I think u let engine set w ethanol gas n now carb is gummed. Always drain tank n float. U will need an outboard chemical at a boat shop to fix. Or carb needs overhaul

Check the pressure limiting bypass valve. Also make sure the replacement bolts are "rated". They must be a certain "grade" which defines their load rating. Make sure they are torqued to spec.
