A/c unit blowing very weak and room air not cold air. Changed the filter but no difference. Noticed that the fan kicks on but the cooling system doesn't seem to be kicking in. The unit tries to kick in as you can visually see the power surge with the interior lighting to the house. ??? Help

SOURCE: Air Con Unit Not cooling the room

Alright, I'm obviously not there, but you could be low on refrigerant/Freon, and what is more likely, your AC is suffering from some sort of obstruction or debris, as noted in this handy diagnostic article that explains how it could cause your AC not to blow as cold air as you would like:

Hope this helps.

P.S. As to the loss of your operating manual, try to see if you can get another one directly from the manufacturer by contacting it.

SOURCE: Will not cool properly.

You have either a faulty thermostat, dirty condenser and evaporator or a faulty run capacitor. Need to service soon before the compressor is damaged. Sea Breeze

SOURCE: air on heat pump not cool outside unit humming but not kicking on

This could be an inoperative condenser fan.System will kick off on high pressure without proper air flow. The hum indicates voltage is present. Providing the fan motor is not locked up and will spin,Check your run capacitor which helps boost the motor voltage initially and will get it turning. If the cap is good, you may be faced with motor replacement....good luck

SOURCE: cold air blows outside and hot air inside

Make sure it is in cooling mode. Sounds like you may have a problem with the reversing valve but you would want to check the pressures in the system first and make sure the charge isn't low.

make sure fan wheel turns freely
check for voltage to fan--if you have voltage check capacitor output against capacitor rating, must be withing 5%, if that checks out replace blower motor

Liquid line is cool coming from condenser indoor air not cold enough. Unit runs constantly at temps of 90 to maintain 80 inside

If the compressor is running at 90 there should be hot air coming out of the condensing units fan, if not it could be damaged valves in the compressor especially if the suction line is colder than normal like ice cold.
Obviously if the compressor is not running then you have other electrical problems.
