Fuel flap cable appears to be broken at the fuel flap end.... cover is torn and spring is not attached to cable end. Have located a replacement cable and want to know how to remove and replace the old one....
YOU MAY BE ABLE TO TIE THE NEW ONE TO THE OLD ONE AND PULL IT THRU. DONT BE SURPRISED IF YOU FIND A BACKUP EMERGENCY CABLE IN YOUR TRUNK IN CASE YOUR MAIN CABLE BREAKS. ITS TYPICALLY UNDER THE CARPET.

There will be a small flat spring attached under a small screw ( rivet ) that presses on the base of the hinge when closed . They have a habit of breaking off and so the door will not pop open when activated . Have a friend activate the flap and at the same time press on the door near the hinge and it will open enough to get a finger under the door to open it. With a bit of luck the spring may be still in the caveity near the filler tube.
Yes, the flap must seal the hole or the Vapor system will generate an error code. The Flap may be damaged or the spring has broken or as you mentioned, if it's really cold, could be frozen open. The pedal is connected to a wire cable which runs to a valve or flap of some type at the intake end of the fuel injector under the hood. Either the cable has broken, or the spring which keeps the fuel injector opening closed down to idle position has broken or the cable has come off at one end or the other. Raise the hood and have a companion move the pedal up and down while you find the accelerator cable housing, most likely will be black. If the stiff wire cable inside the housing is moving with your friend's movement of the pedal then you should look to the end of the cable. You will see a small grooved wheel and the cable lies in that groove, and its movement turns the wheel which moves the flap inside. If the cable is not moving then your accelerator cable has broken or come loose at the pedal end.
Removal & Installation
CAUTION
Do not allow fuel spray or fuel vapors to come in contact with a spark or open flame. Keep a dry chemical fire extinguisher nearby. Never store fuel in an open container due to risk of fire or explosion.
Before servicing the vehicle, refer to the Precautions section.
Properly relieve the fuel system pressure.
Disconnect the negative battery cable.
Disconnect the quick-connect fuel supply line from the filter/regulator nipple.
Depress the locking spring tab, located on the side of the fuel filter/regulator, then rotate 90 degrees and pull out. Be sure the upper and lower O-rings are still on the filter assembly.

To install:
Lightly coat the filter O-rings with clean engine oil. Insert the filter into the opening in the fuel pump module, then align the 2 hold-down tabs with the flange.
While applying downward pressure, rotate the filter clockwise until the spring tab catches in the locating slot.
Attach the fuel line to the filter/regulator assembly.
There should be a cable you can pull, around the area of the fuel flap. Open your hatch and check under any carpeting or interior coverings/compartments for something to pull.
