Just from the description, your Internet connection to YouTube servers may be slow, which can be a) your actual Internet connection speed or b) YouTube servers, which COULD be bogged down by activity (slightly unlikely, but it could happen).
The problem will go away either on its own or if you get a faster Internet speed service. You are most definitely going to experience this if you are trying to access content using dial-up, but you may also experience this with higher speeds and trying to access HD content (which is much more data to receive).

You need a faster internet connection.
If you are using wireless try connecting your laptop directly to your wireless router using a network cable, if the video's are not OK then you may have issues with your wireless. Could be interference or signal issues.
If it's still slow with the wired connection then you may just have a slow connection.
If you are on dial-up then forget about it.
It may help to ensure that you have an updated flash plug-in, visit http://www.adobe.com/products/flashplayer/ and upgrade if needed.
Video over the internet requires quite a bit of bandwidth so if your connection is slow or congested then it will have to buffer more. I don't beleive you have a problem with your computer, it's just having a hard time getting enough data to play the video's smoothly.
