I have a 1997 Mitsubishi Eclipse and everything works fine except the tail lights, the brake lights work, as do the head lights, but the interior lights nor the tail lights are working at all

Make sure you have the appropriate bulbs as said by the manual.  If all is good, you have a bad ground somewhere or a blown fuse.

What would cause my right tail light to not work when the brakes are applied and work only when the lights are on?

If it is dual filament bulb then your parking light may work and brake/turn signals will not. Does your right signal flash ?

What is causing the tail lights on my 1995 eclipse to stay on

Tail lights, or brake lights?

If brake lights, there is a switch that the brake pedal pushes in to turn on the brake lights. The switch is easily adjusted, to where it is no longer depressed when the pedal is release.

Headlight switch on makes tail light dim

there must be a short circuit which powers tail lights and brake lights. probably you have a dual filament bulbs which have both brake and tail light together. check for bulb, socket/or bulb housing and harness of that light.

Having masive promblem with the tail lights and brake lights

If the metal tail light sockets are held into the tail light housing by screws and the ground wires for the tail lights are also held in place by the same screws. This is the source of your lighting problem, plain and simple bad grounding. It will cause tail lights to flicker , work , or not work. Check the ground wires and socket attachments carefully.
