Your iPod touch shows a lock symbol on the top of the screen when it's in lock mode. This protects your iPod from being accidentally bumped on or off while you're focused on other things. Getting in and out of lock mode is somewhat intuitive, but can take a couple of tries the first time.
What Does Lock Mode Do? Lock mode keeps you from accidentally turning your iPod on or off. This helps save battery life if you have it locked while it's asleep. It prevents your music from turning off if you've put your iPod in your pocket. However. it's not an advanced security feature -- anyone can bring your iPod out of lock mode if they know how. Lock Symbol When you see the lock symbol on the top of your iPod touch's screen, it always means that the iPod is in lock mode. There's no other reason for that symbol to appear. If it appears and your iPod is not in lock mode, just turn your iPod touch off and then on again and it should disappear. b> Entering Lock Mode b> Press the Sleep/Wake button on the top right of the iPod touch. You may need to hold it down for a couple of seconds. Don't hold it down for too long, as ten seconds or so will force a restart and turn your iPod completely off and then on again. b> Exiting Lock Mode b> Press the Sleep/Wake button again, and wait a moment for the screen to light up. You'll see a slider bar that prompts you to slide it to wake up and unlock the iPod touch. Put a finger or thumb on the solid part of the slider, then slide your finger to the right. This gesture is simple, but might take a couple of tries. You need to tap firmly on the slider, then keep contact with the iPod as you slide to the right.

The screen lock is available on the iPod Touch, as well as recent models of the iPod, and iPod nano, allowing you to set a 4-digit passcode to lock the screen. This is to prevent others from using your iPod, but it is not an impregnable security device. If you forget the passcode, you can quickly and simply unlock the iPod by connecting it to the computer you normally use to sync your iPod with iTunes.
WARNING: DISABLING AN IPOD TOUCH WILL MAKE IT UNUSABLE UNLESS YOU PLUG IT BACK INTO ITUNES AND RESTORE IT. If you want to know how to disable an iPod touch:
Go to Settings> General > Passcode Lock >Turn Passcode Lock On > type in a passcode
Now, hit the button at the top of your iPod.
Try logging in with the WRONG passcode many times. This will disable the iPod touch.
Do I read your question correctly: you want to disable your iPod?
Or do you want to recover it from being disabled?
For the first one, to disable your iPod:
Turn ON the passcode-lock by going to Settings> General> Passcode Lock> ... and then, tap Turn Passcode On.
Now, to disable it, put your iPod to sleep by pressing the POWER button once. Then wak it up. You will be asked for the passcode before you can use it.
Enter an incorrect passcode several times to disable the device.
you will have to restore your ipod to factory default settings in itunes.
or you can jailbreak the ipod with software like quickpwn.
Here is how to restore your ipod in itunes.
You will need to put the itouch in DFU/Recovery mode to get it to connect.

You need to reset your ipod. First, switch the hold switch to on, then to off, then press and hold the only two buttons on that thing: the power and the circle. Hold that for about 6 seconds, and then plug it in. This will not hurt your ipod in any way or take songs off of it.
put the ipod into restore mode, hold the power button down and the menu button for 20 seconds, then when you see the screen changed to the ipod usb, connect it to your itunes
