Google toolbar up date is locking up internet explore. As soon as internet explorer boots, google toolbar update particle comes up. At this time I am unable to do anything. I have to log off the program just to close it. Comcast is my internet provider

If you're using Windows Internet Explorer, it will update automatically. However, understand that if you are not running Windows 7 or 8, it won't update to the latest Internet Explorer versions IE10 and IE11. They are not compatible with Windows 2000 or XP.
Easiest thing it to Google for Explorer update and you'll find info for your particular browser...IE or Firefox, or whatever you are using.
Sometimes, when you update your browser, you will have problem with some plugin. Google must update his toolbar too. Last toolbar you can find on Google page: http://toolbar.google.com Try to reinstall with new version... If you are in Internet Explorer, you can reset toolbar in Tools - Internet Options - Advanced - Reset. Mozilla Firefox has different coding and need different plugin. You have Adds under Tools menu. Good luck!
This appears to be a known issue. My recommendation would be to update to Internet Explorer 9 which was released today. Internet Explorer 7 is highly unstable and I update it on my client's computers every chance I get. If you can't get Internet Explorer 9 because you are running XP, then I've included a download for Internet Explorer 8.

sounds like your temporary internet files space is full or impairing performance...,
i am assuming you are using microsoft internet explorer (IE6?)
on your browser page top toolbar
open tools menu...
select internet options...
under general tab you can...
delete cookies...
delete temporary files...
restrict size of history paging...
