I don't know anything about these units, nor do I have time to source any docs for you, but maybe you can try connecting a PC directly to the port your patch panel is connecting the the switch from, you can at least see if that port is working.
My next and only other suggestion is to invest in a "LAN cable tester". In my area, you can find cheap ones for U$20.
The tester will allow you to check connectivity between any two ports, and allows you to test both patch links and individual CAT5/6 cables.

sound like its fails the post.manual says should yellow if it fails, green if it passes. maybe hard reset unplug it from power wait a couple minutes plug back in.
Start by running a test print from the control panel - with paper loaded, open the panel, press the "feature up" button - the display will say "run self test" and press enter - you should get a "barberpole" test print.
If the paper feeds properly in the self test, your problem lies in the print command, you need to send the appropriate LF character to tell the printer to feed the paper to the next line. You can also enable auto LF in the profile you are using, but this would not be my first choice.
A blinking power LED means that the switch is either downloading software, or is initializing which also includes running the Power On Self Test. You may have firmware issues with the switch and/or the switch is stuck in initialization mode. You may have to contact 3com regarding a warranty issue.
