Somewhat,

I have a ref. thermometer, round metal type I got a Wal-Mart that I check the dryer temp at the discharge. I bent the metal bottom so I can lodge it in the discharge pipe, turn the dryer on and watch the temp. Normally on high heat it will go up to 140-150 and cool down to 120-125 then cycle back on.

Here is one test. Start the dryer on an air dry only cycle (no heat, air fluff) after about 30 seconds open the dryer to see if there is any heat. If so, your heating element is grounded and you will need a new heat element.

Make sure the internal and external exhaust vents are not blocked with lint.
Will it complete a 45 minute time dry and dry the laundry?

Dryer not going to cool down cycle, thermal fuse failed 2x

Most problems like this arise from air flow problems. You need to break down the dryer and clean out the lint. Including removal of the filter housing.making sure your outside vent is clear as well.If that fuse keeps blowing you especially need to remove and rinse out that filter housing.
