No i dont think you need that by-pass part for it to work correctly. Go to the bulldog website and look up your vehicle, wiring color code and required equip. also should have some install photos. I would get ahold of your mechanic and have him resolve the issue being he installed it.

put your key in the ignition leave it in the off position, now press the remote starter, if it starts you need to adjust the key in the 791, or adjust the transponder loop around the key chamber

Does anyone know how to bypass the security to install a command start on a 2004 Monte Carlo? What bypass do you ues, expresskit? Fortin?

This vehicle requires the use of a passlock 2 module for the VATS system.
Many companies make them.

Here is a Bulldog 791 bypass install instructions (they all work similarly)...
http://www.bulldogsecurity.com/pdf/Model791.pdf

But these modules tend to fail...
MAKE your own (more reliable one) for about $10 in parts.
See this link...

BTW:
Astrostart is the parent company of Command Start.

I need to be walked through installing a Bulldog self learning anti theft bypass module 791 on 2007 GMC Sierra 2500 HD SLE. Thanks!

Here have information about #791 bypass module: Bulldogsecurity Model791

IF YOUR REMOTE STARTER IS CLICKING AND/OR FLASHING THE PARKING LIGHTS AND IS NOT RESPONDING TO THE REMOTE, IT IS IN SAFE MODE AND NEEDS TO BE INITIALIZED BY DOING THE FOLLOWING:
If you have a 4 button remote, you must ground the black/blue hood pin wire (raise hood if hood switch is installed). Apply 12volts to blue/black brake wire (press and hold brake pedal if wire is installed). Press and hold any button on your remote until clicking and flashing stops. Unit will now respond to the remote. Remove ground from hood pin wire and voltage from brake wire. If you have a 2 button remote, hold brake and press any button on the remote until clicking and flashing stops.

ADDENDUM
If you have an RS1100 or RS1200 and your vehicle runs for several seconds, shuts off, restarts, runs, and shuts off again, perform the following step: Connect the Black/White tach wire (from the 16 pin plug) to the heavy gauge White Ignition 1 wire and program the unit for Tach Mode (bottom of page 19).

Witch model alarm have your vehicle?

Good luck.

Is there a T-harness that will fit an 01 Buick LeSabre? I need 1 to simplify a Bulldog Remote starter kit. Joe

There sure is, It uses the gm2 harness for the LeSabre and you also might need a 791 anti theft bypass for the security transponder if equiped on your vehicle. Check out the bulldog website or call the support line # that came with your unit to order the T-harness.

put your key in the ignition leave it in the off position, now press the remote starter, if it starts you need to adjust the key in the 791, or adjust the transponder loop around the key chamber
