She bought sim cards in england too ,they worked but didnt give her the credits that she should have got and also bought new sims in austraila that dworked but didnt give the crdits either
Phones are made regionally. Phones in the US will not work with simcards outside of Canada and Mexico because of the laws of certain countries concerning frequencies that the cell phones and tower transmit. She would either need to purchase a phone in her current region or purchase a sim card from the original region of the phone. BUT that is not going to be a promise because again as stated above may not work.

You might have filled up the memory to the brim and the phone doesn't have enough to switch on.
Try reformat to original settings. anything you stored on the phone will be lost.
How to reformat your phone, first turn it OFF. Press * 3 send at the same time and keep them pressed while you turn the phone on.
Give it time to work.
Remember, do not let go the 3 keys until you see the formatting screen.
After a few minutes when the process is over, your Nokia N70 will be back to the original delivered system.

That sounds like a feature to me. I suggest you use that to your advantage and put in some prank calls.

The first thing you can do if you think there is aproblem with the phone settings is that :
Go into network setings of the phone and choose MANUAL in the Network selection. Then you can search for the Lebara network manually and select it, if it works.
Or if it doesnt work, then the phone probably might have been locked. Just check it once, using any other network simcards it your phone. If it is locked, you can easily get it unlocked in your local market.
