A blockage in the hose is the most likely. Take the hose off and stretch it tight, look down it to the light. A broom handle is a good tool for clearing it.
The other reason, less likely is dust build up in front of the motor which makes it mimic a siren.

Sorry to tell you but Shark vacuum cleaners are poorly engineered and are disposable. They do not make parts available for repair. Throw it away and don't buy another bagless, chinese made vacuum. Buy a quality vac made in USA or Germany. Miele, Sebo, Riccar
First, pull out the hose, turn the unit on, check for an obstruction in the hose. (unclog and obstruction)
Separate the body from power nozzle. Check for obstruction in the air hole passage.
Pull and clean both filters in the unit. The inside white long carriage and the exhaust filter located above indicator panel. (nozzle body)
If this is not working. think about where and how dirt is carried or passes from the front floor nozzle or through the hose.Somewhere in the unit the it is clogged. The red light censers a full bag (we know that's not the issue) or an obstruction to the normal air flow.

Take it to your local vac shop for assessment. Sounds like a bad motor. If they are not a Sebo dealer, make sure they know that a X1 motor is not the same as an X4 motor. It should cost around $200 for the total repair . A new X4 is $799 so the repair is usually a good idea.

The SEBO sensor wheel adjusts to the height required - unless of course the microchip board has been tampered with. If it hasn't been tampered with. If the central wheel is excessively dirty then it could be that the SEBO isn't lowering the height properly. However, the X series is great at cleaning hard floors in general - i it is not designed for the brush roll to fully hit the floor, thus as you suggest crushing the bristles. It is designed, as you recognise quite correctly to skid across a hard floor lightly as there is a squeegee rubber strip built in at the back of the roller bar that scoops all dirt into the central vacuum path. The front plate also lends this job. You are not being conned - however check that the rubber squeegee strip has not worn away - SEBO do sell the strips and they are easy to slide into via the press release door at the side of the brush roll.
If the SEBO has died then its a possibility that there is a microchip function that gone wrong it. Some more information would be good to know here as it could be a number of things such as the cord cables coming away at the handle.

We had a Sebo X1 Automatic for 13 years, similar to Riccar but more simplistic, large bags and brilliant for pets (clearing up after 2 rottweilers, 1 westie and a cat). Shop around for Sebo if you are after an upright vacuum - though it uses bags it is far healthier and Sebo have GHI and endless awards for their reliability. Currently Im running a Sebo Felix as a second upright vac in the home , has a much smaller dirt capacity but over the two, I'd say the X range is the best. In the U.S/Canada Sebo are available as are the commercial version which is just as good known as Windsor-Sebo.
