The model which I have has a built-in file that downloads to your PC that installs a program for converting your .voc files into either WAV or EXE. The program can be copied and shared as there is no registration, however it would appear designed to work specifically with this particular device.

I use the http://media-convert.com/convert/ website to convert the .voc file to a more user friendly .mp3 file and then use my favorite cd burning program to burn and audio cd that will play in any cd player anywhere.

You should connect your recorded into a PC, via USB, and transfer the recorded media into one of your drives or folder in your PC. Next is you "burn" or copy the media file from your PC into a blank CD or recordable CD. Some need application to write on a CD but for Vista OS, you just need to select from the toolbar the "burn" option.
Note: Your CD drive must be capable of writing into CDs.
