P3RA-060K heater side blows breaker after 10-15 minutes
I have a 5 year old Intertherm P3RA-060K that works great for 10-15 minutes then it trips the breaker on the unit. The breaker in the house does not trip. The A/C will run just fine, only the heater side breaker blows. I swapped the breakers (which are the same) and the one wired to the heater trips the same.

The buzzing noise is probably the fan motor. Is the compressor running? First make sure that there are no tripped breakers. After that kill the power and check the capacitor with a multimeter. If that checks good then check the fan motor windings with the multimeter. Let me know if you have any questions.
OUTSIDE FAN OR INSIDE FAN OR BOTH. IF BOTH CHECK THERMOSTAT WIRE HOOK UP. IF YOU INSTALLED NEW TSTAT CHECK FOR JUMPER ON RH-RC TERMINALS ON TSTAT BACK PLATE. IF INSIDE FAN COMES ON WITH FAN IN ON SETTING AT FAN ON AUTO LEVER THAN PROBLEM IS AT OUTSIDE UNIT. CHECK FUSES IN BOX ON OUTSIDE WALL. SHUT OFF BREAKER FIRST.
Sounds to me like the run capacitor is bad. It is a dual one which means runs the fan and the compressor. No big deal capacitors are only 10 bucks and easy to replace.
First turn off the electricity to unit at breaker would be best. Next after you open the access panel locate the capacitor and make a note which wires go where one side is marked fan the other is herm. in the middle is comm. Take the old one in and get a new one same size and reinstall. Now parts only have one year warranty but they should have a discount on a person that bought a unit from them if you talk to them and tell them how can this happen only 2 years old. you know the story they might just throw one in for free to keep good business practice. First, how old is that breaker and are the connections all clean and tight? A warm breaker is normal. If it hot or buzzing, that is another story. If the breaker is more than a few years old, it may pay to invest in a new one. They do wear. If you have a connection which has come loose or is corroded, it will trip the breaker, arc at a connection point or even cause a coil to fail. Dirty connections heat up and actually back off the holding bolts to the point of failure or to tripping the breaker with arcing. With the breaker off, inspect all connections from the panel to the unit. You may get some surprises.
If none of this turns up a problem, inspect the actual heater coil, you may find dirt in there which is causing a problem or the unit itself is failing and touching a grounding point.
