Why does metallic cover keep blowing off when operating?

Hey there! It sounds like your vacuum may be clogged causing it to redirect the air flow which may be causing the cover to blow off. To check the vacuum for clogs disconnect the hose from the cleaner and the wand, use a broom stick to gently loosen and remove any clogs from hose. Also check the wand and the nozzle for blockages. If it is the filter cover that is coming off and there are no clogs, the tabs on the filter cover may be broken. Contact a local service center for information on replacing the filter cover. My hoover vacuum does not power up

Here s a link to the manual Product Manual Search Check your power cord and power supply, check the plug is clean and free from corrosion or dirt. Plug another appliance into the same socket to check there is power at the socket. Note: Electricity can cause serious injury even Death. Isolate your power supply from the mains switchboard. Switch off and Unplug your appliance from the wall socket before attempting any repairs. If its still under warranty, take it back to the store or manufacturer for replacement. Call a serviceman to test the appliance for you, If not you could... Check your fuse in the device, you will have to dismantle the appliance. Some of them have a fuse to protect the motor. Get your Multimeter and do some tests... Test the flexible cord connections Electrical tests included, visual inspection, Earth continuity, Polarity and Insulation resistance. Examining cord for Damage Disconnect flexible cord from power supply. Check cord along the whole length for obvious damage 1: Visual Inspection A visual test is necessary before using test instruments to ensure that all specific safety requirements are meet. Check the general condition and safety of the cord, plug, cord anchorage, terminations and of the appliance itself. 2: Earth Continuity. The earthing system of an electrical installation must be installed in a manner that will allow circuit protection devices to operate if there is a fault between live parts (other than Neutral) and the mass of earth. What to check: For class (one) 1 protectively earthed appliances only, test for very low resistance between exposed appliance metalwork and the earth pin of the plug. this resistance should be as low as possible and must not exceed 1 ohm. Note: the Exposed metal parts of a class 2 double-insulated appliance must not be earthed. Equipment requirements: A Multimeter (Digital or analogue) Set on a ohm scale or an insulation tester that also has a continuity scale. A set of leads. 3: Polarity Why is this test necessary: An incorrect connection of phase and neutral conductors to fittings and appliances is extremely dangerous and has been the cause, either directly or indirectly of many shocks and fatalities. What to check: Polarity tests are carried out to ensure that every single-pole switch operates in the active conductor or the circuit in which it is connected. Equipment requirements: A Multimeter (Digital or analogue) Set on the resistance scale when the SUPPLY is NOT connected. or a voltage indicator set on a suitable voltage rating when the supply is not connected. 4: Insulation Resistance Why this test is necessary: All live conductors (including Neutrals) and live parts must be insulated to prevent - Electric shock hazards from inadvertent contact. - Fire hazards and equipment damage from short circuits. What to check: Insulation resistance tests must be made between: - Active conductors of a poly-phase circuit - Active and Neutral - Active and Earth - Neutral and Earth The insulation resistance between appropriate components shall be not less than 1 mega-ohm minimum Equipment requirements: An insulation resistance tester which maintains an output of 500 volts when loaded with a 1 mega-ohm resistance. A set of leads. Different countries adhere to spicific Electrical (safety) Regulations and standards This information is only intended to enlighten the novice, guide and remind someone already in the field of electrical installations. DO NOT attempt any electrical repairs unless you have the appropriate background or training.

Just picked up this vacuum at a second hand store.

It looks like the part diagrammed number 3, which is called the Bag Holder may be missing from your vacuum if you're not able to get the bag in. Cord rewind

A bit late for the original questioner, but perhaps this will help someone else.
There are many models of the Hoover Telios. This solution applies to the T5603 at least, but perhaps not to all models... sorry, I don't know about the others.
Anyway, this is it. The cover is held to the base by 8 screws. Two are clearly visible near the handle, two are in the bag compartment. They are easy!  The problem is finding the others, because they are concealed by the foot-operated switch plates, and you have to get those plates off without breaking them.  
Basically, those plates slide off backwards (i.e. away from the handle end) but you have to release a plastic catch first.  The catch is part of the switch-plate, and is located roughly mid-way along the straight side of the plate, just by the raised bump.  You can just see the catch if you shine a torch light down the gap.  The catch is released by inserting a small screwdriver or other flat blade and levering it away from the centre-line of the machine.  If you apply gentle rearward pressure on the plate while doing this, you will soon feel when it's released.
Once the catch is released, the plate will slide off completely and the remaining four screws are revealed.  After that, it's simple!

The hoover keeps switching on and off automatically.

Sounds to me like there is either a loose wiring in the pedal or mains power cord. Check that the plug is secure. Check both filters though - one behind the bag (usually square and slides out) as well as the main exhaust filter at the back between the power on and cord rewind button. I used to own many Telios models but they are known to have cheap shearing cords which can only be replaced by a Hoover repairer. Sometimes the On pedal can be affected as well particularly if it has been stamped on heavily.

I am trying to fix a 2000 Hoover Wind Tunnel self propelled the motor shuts off for short use. I am trying to fix it. I found and restored it,

Either the carbon brushes on the motor need replacing or the thermal cut out is activating. That might be because it is faulty or because there is not enough airflow over the motor. Overheating motor causing an automatic shutoff. This is most commonly caused by an air passage that is plugged by hair or dirt.

My spin scrub does not suck up dirty water

When your Hoover spin scrub is not sucking up water, the most common problem is the clear round cap located on the suction nozzle is not closed. See pic. Also check the rubber cap on the dirty water tank.

How do you replace Hoover Handle Release Pedal on

The handle pedal is snapped in to the base, where it pivots.
The pedal needs to be pried away fron the base, exposing the pivot pin to release it for removal. On your model, you will likelly have to remove the lower handle from the base (where it pivots) to get room to release and replace the pedal.

Where is the fuse on my Hoover Power Pet carpet cleaner.

Depending on the model and the country, the standard fuse is in the plug or it is the breaker. They do have an internal thermal fuse to protect against severe overheating.
