Either a short or too small a fuse.
Many fuses are what they call, 'Slo-Blo'. they are designed to take high current for a few seconds before blowing. This prevents normal power surges from blowing the fuses.
If this is happing every time you replace the fuse, something is wrong internally that requires attention.
Remember, the fuse blows to protect the equipment. The next step is to find out what is making the fuse blow.
If it's under warranty, don't open it up. just exchange it.
As for the reason it's blowing, you would need to post all the symptoms.

Unit won't read CD
The thing with Head Units is unless you take it to a guy that specialises in electronics to give the full problem, it's better to replace the unit. Also repair might cost a fortune. Can you get warranty?
