Have u checked the timing it could have jumped time and warped the valves that could b why you have low compression to check valve take plug out take carb and exhaust off make sure valve is closed on intake poor gas in the valve if it leeks out bad valve if it dont good valve repeat on exhaust valve hope this helps u
Kickstarter is stuck 2003 Suzuki DR-Z 125 L
Rock the bike gently forward and back while shifting into fifth gear. Now push the bike forward while sitting on it and see if the rear tire turning will turn the motor. If not, your motor is stuck. If it turns, you have a kickstarter issue.
Many people never learned to depress the kickstarter down until you feel it engage before kicking it through. Kicking from the top slams the gear teeth together and causes damage. You may need to pull of the engine cover to determine if there’s damage.

Yes it is possible to make it work,he has to dis assemble carb slide anyway,so while it is apart he can try it,should work though,doesnt hurt to give it a try.

Your motorcycle is equipped with a wet clutch . The engine, clutch, and the transmission all run in the same oil. Use
any oil that is JASO MA certified motorcycle oil. 10w-40 for cold
climate. 20w-50 for warm climate/touring. Car oils use different
additives and may cause scoring in certain types of cam bearings. Do not
use any oil that says " Energy Conserving " on the label .
It will shorten the life of your wet clutch and transmission gears. If
you choose Synthetic oils, they will help your bike run cooler and shift
easier.

There isn't necessarily an adjustment on all bikes. You can drop the ride height by adjusting the tension on the spring on the rear shock and lower the front end by moving the forks up in the clamps on most makes and models.

Take the Carbeurator apart as much as possible. After that spray carb. cleaner in all the little holes that carries gas. I did it on my yz-125 and found a grass-hopper leg that kept over flowing the carb. Also make sure your throttle cable is good

or you looking for the idle screw or a screw to keep someone from opening the throttle the whole way?
I the idle screw is located on the carb, as for a " stop screw " if it has one it should be one the throttle housing. if it does not have one you can order one from world of powersports.

The parts are called the crankshaft hole plug. You drain oil out of this plugs leaning the bike on one side.
Here the schematic of your Crankshaft Cover.Regarding the oil you are right. The best thing to do is checking engine oil level and top up till level. If oil had not been replaced recently, better doing an oil change, just in case.
The info you gave about previous owner lets think they did not pay much attention to the bike care, surely this motorcycle has a better owner now.
