I dont know what you mean by tick, but the lack of the engine revving is most likely the throttle cable is broken or has became discontented at one end or the other.

The 2 bolts securing the
Gees sheared off ! Unless there is enough of the bolt exposed to grab with vise grips and they come out fairly easy, it wont be easy or cheap. If your not a fairly seasoned mechanic, you will have to pay someone to remove the engine and extrat the bolts. Please dont take offense but the fact that you asked the question, would indicate the need to consult a good mechanic. Good luck
Have loss of power on
ive had two bike that kinda do that and what was happening was they were both constantly flooding to a certain point and so it would load it with just the correct amount of fuel to top out way early and one of my two bikes that was doing it had a broke spark plug and i didnt know it so it was running off both cylinders but the cylinder with the broke plug didnt fire every time so it was mainly running off one cylinder and after i changed the one spark plug it ran like a scoulded dog

What Exactly does the bike do when it 'loses power'? This will give clues as to where the issue could be. When was the last time the bike was given a major service? Sometimes it can be as simple as a dirty fuel/air filter or an old/worn or dirty spark plug.
