83 suziki GS450 idle issues
Sorry to hear you've been looking for an answer for so long, I just stumbled on the post. Sounds like a problem I once had on an '83 Honda Magna. This was the 1100cc version but I think the carb set up was the same. There are 2 parts that are suspect from the symptoms that you're describing. One is the rubber tube that connects the carbs to the block. These tend to dry rot and crack over the years hence letting in air and messing with your mixture as it enters the cylinder. The second thing to look at is the rubber diaphragm in the top of the carb. Should just be 4 screws that hold on the top plate and under is a gasket with the idle pin underneath. Again this tends to crack on these old bikes and cause problems. I suggest you buy these parts new though, used ones are likely to have the same problem.

1988 rm 250 has spark but want kick start
iF YOU HAVE AN OLD DETERGANT SPRAYER EMPTY OF COURSE, put some petrol in and srey into the carb, try it again, i thing they are on a vacuume. make sure plug is dry not flooded, it should not be if it is not pulling via vacuume. good luck.
How do I tighten the chain on my 1982 Suzuki rm250
Back of the rear axle nut, then back of the adjuster lock nuts. You then wind the adjuster bolts in equal amounts on each side.
When chain has correct tension tighten down the adjuster lock nuts and the axel nut.
1999 rm 250
well it seems that it happened to me before.. when i replaced the primary gear and the gear connecting the kick.. it solved my problem..YamahA SR150..(but make sure your fuses are all in good condition too)..

I would suggest you ask at a suzuki dealer to make sure it is a valid number.

Idle screw adjustment
Just adjust it right out and try and start it Once its started and warm you can idle it down
