Have the engine codes read with a scanner and it will pinpoint the fault that's causing your sputtering and slow speed condition.

Sputtering while driving

Have the fault codes read. Replace faulty items. Use only genuine items as replacement as non-genuine are not always compatible with the OEM fitted CPU units I would have the fuel pressure in the manifold tested as well .The engine light is telling you that the CPU has found sensor/s outside set
parameters during the checking process

Engine won't go over 5-10 MPH

You need to take the car to the dealer, because you need to recalibrate the electric throttle body with a TECH 2 Scanner, because the system went into a Limp mode.

When I exceed speeds past 35 MPH my 99 GMC JImmy shuts down. And then will start again after 5-10 minutes. And now the service engine soon light is on

Sounds like you need a new fuel pump. The service engine soon light will probably be a code for runnung LEAN. ( Lack of Fuel ) for low fuel delivery when it's needed.

Service engine soon light stays on . check gas cap , air filter . now engine is sputtering when im going between 45 to 50 mph.

you need to have the codes pulled from the computer to be able to tell what the problem is,if you continue to drive the vehicle you can cause serious trouble and the problem maybe something simple to repair now before more damage is caused.the sputtering could be bad ignition components or fuel filter plugging or even a bad fuel pump.
