Ok i know this might be a little difficult to understand. BUt If you click on the link above. Find Diagram (a), That picture represents your switch, not complete but in theory. each Resistor means a Different speed. As you turn the Dial it applys current to all the resistor depending on which one it points to. As you can see the (i) represents current and lets say R3 represents "speed 5" Well in theory the less resistors the fast the speed. So the at low speed the dial will be pointing to R1 at medium fan speed the dial will point at R2 and at high Speed "speed 5" the Dial points to R3. Less Resistance More Current More Current more Speed. Now You have No R3...
This basiclly means that the who switch wihich includes Warm and cold and 1,2,3,4,5 and Defrost etc need to be replaced for 5 to work again.

Need the location of the fan resistor,

More likely it's your fan speed switch. If the resistor pack goes bad, usually fan only works on high speed, but is still turned on and off by the fan switch. If yours stays on all time with key on, and won't turn off by the fan switch, probably a bad fan switch.
The resistor will be on the heater case, mounted with two small screws, a small rectangle with a wire connector with 4 or 5 wires to it, and not far from the blower motor.

Blower fan not working

The resistor bank is bad for slow speeds, the switch is bad for high speed. In your test, you have voltage, but the switch wont carry the amps, to run high speed. Open circuits will not blow fuses. Replace both switch and resistor bank for all speeds. Make sure to clean leaves and trash from fan housing and see if fan spins freely.

if you got heat on all speeds and the blower motor is working properly then you probably need a new HVAC switch.

My 2002 Chevy Cavalier's climate control fan switch had originally 4 settings, low to high. Now only one stting works, high. How do I fix the problem?

You need to replace the resister pack by the fan motor, there is two bolts that hold it on I believe the size is 5/16 it has 5 wires running into the air plenum where the air box is, go to a junk yard so you can see how to get it out, find one like yours.
