SOURCE: 1996 pontiac grand am steering wheel is locked

Probably not. That's just the interlock between the ignition switch and the steering. **** the steering wheel very hard to one side or the other as you turn the key. It's more common than you might think and all car are guilty of it.

SOURCE: How do I remove the Steering Wheel on 2002 Pontiac Grand AM

Relax it will all be aight. Step number 2: Go out and have a coke and a smoke break (as my tech school instructor said to me when I asked this question in tech school haha ! ! ). The Airbag System has a reserve power sytem that will allow the airbags to deploy up to a certain time if for some reason the battery becomes disabled in the event of an accident. U only have to unplug the airbag module from the Clockspring. If it will make you feel more comfortable, leave your battery disconnected for a half hour and then start the disassembly process of your steering wheel. After a half hour you just unplug the airbag connectors from the clockspring. Hope I was able to calm your nerves so you can remove your steering wheel without having the fear of blowing up your airbag.

SOURCE: locked steering wheel

Something wrong with your Ignition key barrel,
Ignition key barrel jam in place.
or
Could be your anti-Theft System failed (including, but not limited) fuses, wirings, etc. If you have one.
or
So check the fuse boxes (one in the cabin & the other in the engine compartment).
To see if there is any burned fuses.

See Fuse Boxes:

See in the plastic cover, a plastic fuse puller ( use it to pull the fuses) once a time & check NOT burn.

If locked in place; do these steps:
1 - Juggle it several times in a very soft & slow burst.

2 - Juggle (Shake) the steering wheel RH & LH,
several times in a very gentle & slow.

3 – Try to remove the ignition switch

4 – Search the internet Google, www.about.com, www.youtube.com/video
For clues to help you sort out your problems.

To remove the ignition lock:
CAUTION

On vehicles with a Supplemental Inflatable Restraint (SIR) system, you must temporarily disable the SIR system and remove the inflator module when removing the steering wheel. Leaving the SIR system on could result in deployment of the air bag and possible personal injury.
  • Disconnect the negative battery cable, and remove the steering wheel.

Loose tilt wheel on pontiac 6000 1984

You need to remove the steering wheel and the security lock plate, then basically rebuild by replacing any loose and/or damaged parts.
Its not for beginners.. but if you're patient and have moderate mechanical ability,, you can do it.

How do i replace the key cylinder ignition on the 1991 sunbird le

This (plate) is held in place with a snap ring. You will need a special press to remove it and also a steering wheel puller to access the ignition lock cylinder. The actual switch is located on top of the steering column above the brake pedal. It is actuated with a rod from the ignition lock cylinder.

Turn signal not working on my '96 Lumina sedan

You have to have special tools to do this job. A steering wheel puller, a tool to press the steering wheel lock plate which has a snapring on it. It has to be pressed to get the snapring off. after you get that off, you can see the complete turn signal switch.
